Abstract

The United States of America and the West are seeking to acquire the capabilities of the East using their scientific and military superiority, and one of the most important foundations of this quest is the advisory side, which includes experts, plans, and great material and human capabilities .

The United States, in particular, and the West in general, have used all their capabilities in order to achieve effective advice based on scientific bases, because of the greatness of this task and its importance, therefore, the United States of America sought to establish the rand-RAND Research Foundation, a multi-tasking institution with great material and Human Potential, which is hardly possessed by any specialized institution in this field in the world.

It has been defined and explained its tasks related to the political and ideological aspect and the link between them and the activities of this institution in dealing with the events of the Islamic East before and after the events of the eleventh of September 2001 and the attempt of the United States to deal with the events in various ways that ensure the subordination of the countries of the Islamic East to it
