Abstract

The development aims to agitation and the material and human abilities in rural community and to develop plans to raise the economic, social, civilizational and cultural level of the community members who participate in these processes, The rural community represents the main base in the hierarchical formation of the Iraqi economy, this sector has been suffering and suffers for long periods from the features of underdevelopment The intertwined and multi-faceted deterioration and deprivation, which included the economic, social, urban and cultural situation. Many factors of colonial control and succession of tyrannical governments that did not care about this sector and the absence of planning policies had the greatest impact in creating a large gap between the countryside and the city, which stands in the way of the march. Comprehensive planning for national development, which necessitates  to put plans for the advancement of the countryside through all responsible authorities and reducing the gap between it and the city.

       The choice of Baladruz district as a study area is the result of the fact that it has suffered and still suffers from problems related to the agricultural sector in terms of deterioration of the economy, lack of investment, scarcity of water and competition for foreign goods, which made the countryside backward economically and socially in comparison with the city, and this is evident through the rural migration towards the city. Research is to know the natural and human potentials for rural development and ways to advance it, and is it possible to harness these capabilities for the purpose of developing rural areas in the study area

The study included three investigations:

The first section deals with the natural constituents of rural development (surface, climate, natural vegetation, soil, water resources). The second dealt with the human determinants of rural development (population). While the third topic deals with agricultural activities in the district and livestock .
