The aims of the research is to identify the problems and obstacles that transform the application of information and communication technology in the colleges University of Baghdad، so is that its a problem that needs to be addressed and the importance of such topics to address them. The research community determines the deans and assistants in these colleges for the academic year 2016-2017. Especially for research to answer the main objective of the research through the answers of the members of the research sample، which represented 66% of the society was presented the theoretical side of the research and a number of previous studies related، and after the application of the sample members were processed data and results statistically، The study of several results، the most important that there are obstacles to a high degree and different areas of the questionnaire and that these obstacles must be standing and then treated، and then put research a number of recommendations and proposals related to research.
