Cartographic representation of geographical phenomena, including developmental ones, is an important and basic tool for geographers that can be adopted to facilitate the process of data representation and spatial analysis of the phenomenon to be studied. It also provides comparative studies between two or more phenomena to show the extent of the variation of these phenomena, their distribution, and knowledge of the factors affecting them. Based on this importance, the research sought to adopt multiple methods of cartographic representation in accordance with the availability of data related to human development indicators, including education, in addition to using the quantitative statistical method in applying the techniques and standards adopted in calculating statistical equations and standards. The primary education index in the Kut district for two years 2009 and 2024 has been linked to the cartographic representation to give a clear picture of that index, identify the strengths and weaknesses, and an attempt to evaluate and address the defect in it within three sections, it dealt with the cartographic representation of the primary education indicator in the district, evaluating its efficiency, and determining its rate of change for the two aforementioned years, based on data available from the Iraqi Ministry of Planning and the General Directorate of Wasit Education and on demographic and planning standards in the evaluation process. The research reached a number of conclusions and recommendations, perhaps the most prominent of which is poor government planning and reluctance to meet the basic needs required by the educational process and the means of its success. This has negatively reflected on the nature of performance and the efficiency of the indicator in Kut District, as well as the increase in its effects and the variation in its indicators and rates among its administrative units, so it requires the availability The appropriate conditions for the development process to be a comprehensive process based on clear scientific foundations and a proven methodology that are commensurate with the extent of the capabilities possessed by the judiciary, based on the Human Development Index and other methods of analysis.
