After Mohamed Anwar Sadat became president of Egypt, he became convinced that it was important to open communications and negotiations with western countries, especially the United States of America ,because it was at the forefront of countries supporting Israel, which raised the feasrs of the Soviet Union and to preserve tried to conclude friendship and cooperation treaty with Egypt .in 1971, after they refused to sign it during the era of president Gamal Abdel Nasser president Sadat agreed to sign it in exchange for Soviet weapons that would enable him to start a war to liberate Arab lands.
